EAD approved in may , lost in post, got a new card

got EAD from INS, San Jose. Went at 6.30am, entered in AT 8.50am, got token with a wait time of 2.30hrs, officer checked the data base and told me that they posted the card way back in June, since it seems lost in the post I got to pay 100$ for the new card.
