EAD/AP question

My AOS application has been pending at TSC for the last seven months. Now I should technically be able to switch jobs according to AC21. So my questions are the following:

1. Do I need another H-1 or an EAD to switch jobs even though my AOS has been pending for more than 180 days?

2. Can I just get the EAD from the local INS office?

3. How much does it cost for an EAD?

4. Where can I get more information about costs and so forth
for these EAD applications?

Did you file for EAD application when you applied for AOS (I-485)? Remember, I-485 application and EAD application are different. For EAD you have to file with I-765 form. Filing I-485 does not entitle you for EAD card.
If you filed I-765 and did not receive the EAD card yet, you can go to local BCIS office and get an interim EAD card (iEAD). You can use that iEAD card for getting a new job. Or you can transfer your H1 visa. You have both the options. Though it's better to transfer H1.
If you did not file for EAD card, your only option is to transfer H1 visa.

Filing I-765 is very easy. There are couple of active threads (in the same forum) where EAD application requirements were discussed. Look at them.
I don't know about TSC, but at CSC it takes 4-6 months to get an EAD application approved.
