EAD and AP benefits (apart from being able to work)

1) Does EAD allow one to get financial aid from the government? Or does one have to wait for the Green Card to be approved to get aid?

2) Does one have to stand in the visitor's line upon arriving in the US with an AP?

What kind of aid? Student loans?

Yes. You are still not a permanent resident.

State colleges offer discounted rates for US citizens living in that state. The colleges also offer Financial aid in the form of grants and loans. Is one entitled to such aid with an EAD?
