Each scheduled interview means visa reserved out of 50,000?

Does anyone know whether everytime someone gets a scheduled appointment for interview means that a visa has been reserved for him/her, ie. there is still leftover visas from the maximum 50,000?

Well obviously there are "leftover visas" when an interview is scheduled (otherwise there is no reason to schedule an interview), but a visa is not "reserved" for anybody until a visa is actually issued.
Basically if all the visa slots get used up, then the pending visa interviews that had previously been scheduled will have to be cancelled. This can happen even before all 50,000 visas are used up, for example when the maximun 3500 per country limit is reached.

On DS-230, when items 10 and 11 have the same answers, am I supposed to write N/A or just leave it blank or again write "same as item...".
