E5 Visa - Investor Class

Need advise from folks who have either gone thru the process, are aware of it or know someone who has...

I am an Indian citizen looking to migrate to US under E5 (Investor class category - Targeted Employment or Rural area).

What is the best possible avenue and suggestion for geographic area or business? Please advise.

I am interested in finding out more about the E-5 visa. I have a younger brother in India who is interested in settling in US. I want to know how this will work? I read on the forum that you need 500K to 1M to get the investor visa. Can that money come from US (I mean can I invest it for him) or does the money has to come from India?
