E2 visa and company quotas

Hi everyone,

I was doing an internship (J1 visa) with in the sub of a foreign company (over 300 people in the US) and they tried to switch me to an H1-B but that failed due to a shortage of visa. SO we thought of switching to a E2 but it would seem that because of company's quotas, I couldn't get my visa before the start of 2007 when the visa quotas would be reset. So I had to return home and wait...

Question: Do these quotas really exists or am I being played around with??

The H-1B cap for this fiscal year has definitely been met. You can apply next April for an October 1, 2007 start date. However there is no such quota for E-2 visa applications. Perhaps your company meant some sort of internal quota.
