E-3 Visa - Employer Question

I am an employer, and I am thinking about hiring an Australian national who has a valid E-3 Visa through his current company. I understand that he would have to submit an offer letter to a U.S. Embassy in order to change employers.

Does anyone know what this process involves?

How long does this process take?

Is there any cost to the employer?

Is it possible that his application will be turned down when he tries to change employers?
 
The process is essentially the same for the applicant with application documents, offer letter, approved LCA, etc.

For you the employer it is virtually the same to in that you have to fill in the LCA form which you can easily file electronically that has to be approved by the Department of Labor (there is a nominal fee maybe for this as well but not much)
