E-2 visa & lottery

Hello, Im a former 2014Visa lottery winner and I have a question for someone who's trying to get an E-2 visa. His job is in the process of applying for the visa and in the meantime, he would like to apply at the green card lottery. Im sure this has been discussed before and back then, I remember people advising against applying for the lottery while in the process of obtaining a non-immigrant visa. Is this still the case or is it ok to submit the application for the lottery before interviewing for the E-2 visa?
 
it’s just a lottery entry. It doesn’t interfere with anything. Until he gets selected and has filled in a DS260 and/or i485, immigrant intent doesn’t come into it.

Thanks Susie! been out of the loop for a few years so wanted to make sure.
