DV2013 Photo Requirements

Hi everyone. I just need to find out the photo requirements for submitting DV apllication.

Q1) Can I have a picture of myself taken on my mobile phone and submit it for the DV application. Do they accept mobile phone pictures???
Q2) How can I resize my photo to the required size 600x600 pixels??
