Can husband and wife submit 2 different applications. One is a native of DV eligible country and the other who is not eligible will be claiming as spouse of DV eligible country?

Further edit: Where in the US can I get these DV pictures removed?

I am confused, or just plain stupid....kindly help.

Yes, both of you can apply. I don't get your 2nd question.
 
We are presently in the US, so is there a place here that is aware of the photo requirements for the DV visa? The walgreens closeby does only US passport photos.

And also does submitting 2 separate applications as I mentioned earlier increase the chances of winning?

After snapping it at walgreens, u can use a photo editing software to get the required size.

You need to do the resizing yourself or you can find someone (relative/friend/forumer) to do it for you. There is no place where they do the resizing for a fee or free.
 
Thanks everyone for your help. I have another question about eligibility thats troubling me:

Both of us have our Bachelors degrees from our native countries respectively, but we are presently into Food and Beverage Management since the last 5 years which is 6 on the labor scale. Does that matter in eligibility? Do we risk of losing money because of our present work experience. We do have American employers tho.

You apply based on either an education or work qualification. If you have BA/BSc degree, I assume that you have well completed high school. That is enough to play the Dv lottery. You can forget about your job, it doesn't count. Good luck.
