Does holder of vocational diploma in fashion designs, hair dresser , carpenter etc still granted Visa in Dvlottery program?
 
If the winner has a high school deree they need to prove that , many training classes for vocations are not certified and don't reqiure a high school degree so the forein version will also have issues in being used. If the winner has worked then the level in Onet online must be a 7 or more

Fashion designer 6 to < 7
Hairdresser 6 to < 7
Carpenter 4 to < 6

So none of your examples are qualifying occupations
