DV lottery for second time?

My mother won the DV lottery in 2008 and we moved to USA. But things didn't work out so my parents decided to move back and since I was 14 at that time I had to move with them in 2009. We didn't enter the states since then. So we abandoned our GC. My question is, if one of my parents apply for the lottery, how is our chance of winning again. And will our previous experience effect the interview if we win the lottery? Thanks
 
Firstly your chances of winning are around 1 to 2 percent. For many, that lightning never strikes, so that would be the first hurdle.

However, if you enter and win, I don't think the previous win will disqualify you - although it is a pretty rare situation, so I am only guessing and it is doubtful anyone here will know. However, whatever made it not work out the first time may still be an issue now, and USCIS are bound to ask questions about that - so your parents will have to explain how they will overcome those issues.

As you must now be 18, you may be eligible to enter the lottery yourself, but as you and your parents have experienced, it is not easy starting a new life in a new country. They were very courageous to try, so you should be proud of them for that.
 
A previous win doesn't disqualify you. And although it's rare it does happen - my home country forum has someone who won a second time! However should you win, I expect the CO will be particularly interested in why you want to go again, given the previous experience. That said, I can't see anything that would actually disqualify you on the face of it - although there may be other potential related issues that could affect the application - for example - did your parents officially notify the IRS that they were abandoning their green card and thus are not in the situation where they were liable to file tax returns that they didn't?
