DV Lottery and last names

Hello, my mom is going to apply for a green card lottery this year.
I left my home country almost 5 years ago. I came on j-1, then had no status. I got married to my husband 1.5 years ago. He was granted asylum 3 months ago so i have legal status now. My question is should my mom indicate that i am her child. The reason I am asking because I have heard from the other people that the fact I was here out of status for a few years can decrease chances of being denied on the interview in case she wins a GC lottery. Also, my mom and I have totally different last name(she changed her back to Maiden name 3 years ago, and I got married so I have my husband's last name.
I know the right thing to do is to tell true, but I would like to hear a story from somebody who had faced the problem and can advise in this situation.

She must tell the truth - being caught in a lie will lose her the green card and could get her a ban from entering the US for years. The fact that you were out of status for a while will not affect her application at all. Lying will most probably cause a very sad story.

It is a little early to say, but in theory USCIS should continue work on DV applications and I would guess foreign embassies will continue as they get fees for the processing so it is self funding. However, I think there may be some impacts/minor delays because of communication with other departments. I don't think it will be too bad and hopefully the budget issue will be resolved within a few days.
