dv for handicapped or retired persons

Hello everyone;

plis i need some clarifications as to playing the lottery for some one who is handicapped; i mean like blind person; cos so far as i know they are no limitations to that. And if this person wins later on; someone could still be able to help him do the paperwork and fill the forms on his behalf; right*

Again; how about someone who is alraedy retired but had high school education and degree or met up with the work experience and professional training requirements but is no longer in active service; is the person qualified to enter the lottery*

Another issue bothering me is if a child under 21 plays by himself cos he meets the eligibility criteria; if then his parents also play; should he still be included under the parents or would that be considered playing twice.
I know it is also recommended that parents must include the names of all children under 21 even they do not intend to migrate with him or he should not play by himself if his parents are playing too*

plis i will be very grateful with your comments as to my doubts

That person can play the lottery. But finding a job and paying health insurance in case of winning will be problem I think.

Can join the lottery

if then his parents also play; should he still be included under the parents or would that be considered playing twice.
His parents MUST include him and he also can send his own application.
 
If they disqualify you for being disabled -- You can sue them to hell --

Yes, you should include the child too.

I'm sure that there are organizations in the US who help people with disabilities.

I tend to suspect that if the applicant has already entered retirement then the interviewer will pay greater attention to financial matters. They will probably inspect your evidence of support more closely than they would for a person who is not retired. But as long as you meet the minimum requirements you will be fine.
