DV after I130

Hello everyone,
My wife is filing the I130 this year (through her sister).

I am wondering whether it will make sense for her to enter the DV Lottery once the I130 is filed ?

If she wins through DV, she will obviously be able to enter the US much earlier, but will filing the I130 now affect her negatively in applying for a visa in case she is lucky enough to be selected through the DV program ?

Affect her if she applied for a green card after winning DV.

In other words, Filing the I130 has a negative effect on an application for a B2 Visa; does the I130 have a similar negative effect on an application for a green card through winning DV ?
