DV 2021 from Nepal

In nepal DV winner of 2021 in facing a huge problem. Till today late May not a single visa is issued. And US embassy in Nepal is closed until further notice. And I Have few question can we process and change the embassy to Indian embassy as Nenal and India have open boarder. And time is moving really fast 4 month left and not a single visa issued. and my CN is 8***+ 8K+ and i dont think i will have enough time to get 2nd Letter and Interview in Nepal. Also I want to know That what happen after Sept 2021 can we still have chance to secure visa or not for DV 2021 Winners.
 
The Indian embassy is also closed for immigrant visa issuance due to the Covid situation and has a huge backlog of Indian immigrant visa cases, cannot see it as an option.
