hi, i was born in Belarus, but have been living in Canada for about 15 years (have a Canadian citizenship).
based on the info i read i am eligible to apply by the birth country.
just want to clarify that if i dont win the lottery can my entry to the US be denied for whatever reason (because they might think that i want to permanently stay in the US). currently i dont need a visa to travel to the states, and i go there on vacation quite often.

Yes, you are eligible to apply.
Entering the lottery does not show immigrant intent so you would be fine for visits if not selected.
