DV(2014) Please explain the abbreviations, estimations and delivery

Hi everyone
I am reading the forum for more detailed process information, but I do not know what are these:

2nd NL :
PCC Country 1 :
PCC Country 2 :
P.O.E :

I am from Europe, with a 33xxx number, and the inteview dates may or may not be given according to the order of the numbers (as people argue about it). Either way, could anyone say, when the interviews start? I have to gather documents from 2 countries, and translate them, and might move to a 3rd country before the interview....long story.

If you could say when they start, and make an educated guess (based on the past) when would my number be, if they use the rule.

Is it possible to reschedule interview, if I have a good reason, or it would put me out of the line?

And last question for now. Do we have to sign for the documents from KCC. What documents will they send? I will move to a different place in 2 months and have to give them job address, but I might not be there to pick it up. Someone will have to forward. How much time I have to do sth with the documents, after I receive them?

OK - some answers.

2NL (second notification letter)
POE (point of entry - i.e. the city where you entered USA)

Regarding the numbers I think there is universal understanding that the interviews are given according to the number. That is very clear and ties up with the experience plus visa bulletins.

With a EU 33xxx number, my guess is you'll be notified around May - June next year for a July/Aug interview. With an interview that late, rescheduling might be risky (you cannot go past September 30, 2014). You will get around 4 to 6 weeks notice of your interview. You will be watching the visa bulletins that give the number ranges so you will know roughly when you'll be notified from that.
