Visa bulletin for a certain month is released one month earlier, which further contains advance cuf-off numbers for the next month as well. For example, Bulletin for September 2012 was released on August 12th, and it also contains cut-off numbers for the month of October.
1) Go to this URL
http://travel.state.gov/visa/bulletin/bulletin_1360.html
2) Select September 2012, under
C. ADVANCE NOTIFICATION OF THE DIVERSITY (DV) IMMIGRANT CATEGORY RANK CUT-OFFS WHICH WILL
APPLY IN OCTOBER,
you will find Octobet cut-off numbers. We have 1900 for Asia this October. Let's pray we have some substantial
increase for the month of November.

Read this http://www.travel.state.gov/visa/visa_4756.html. You will have to download the two forms, fill them, print them, and then send them to KCC as soon as possible. Along those two forms, you will need to send them two photographs and the barcode page from the dv notification from your status page. Best of luck!!!
