1) Will the second notification letter (2NL) be sent by email or regular mail?

KCC will send you and email which would direct you to go to the status check website, and check your status by entering your confirmation number. The website is www.dvlottery.state.gov

2) When will the 2NL be sent? Is this when your case number becomes current?

Yes, you can expect to get your 2nd NL 3-5 days after you become current. It could also take longer, so good luck!
