DV 2013. Country you live in, Graduate Courses, Photo, Results

Could anyone please clarify some questions regarding DV application's questions:

They could look bulky, but that is done in order to clarify the essence of what i am trying to ask about.

1)what should be written in the "country where you live in today"? (/at the moment of DV-lottery application submission)

that is, how the word "(to) live" should be interpreted? as somewhat "official" status confirmed by internal passport of the country of origin (which is the country of eligibility) or just as temporary being in the country (confirmed for example by visa/international passport )

The situation is that currently I'm studying in the country of NOT my origin. And I suppose that I will be there till 31 November 2011. I cannot say that I live here. My visa is called "limited". So It seems that I am considered just as a guest with the right of studying in the university, but not as a resident or a citizen who "officially" lives there. So should I put the country of my origin OR the country where I "technically"/"physically" presented for the purpose of studying.

As I understand, this question (mostly?) deals with choosing place for further interview/consulate in the case of win (or for example for requiring police certificate from each country you live in, so again... the question is what is "to live"?).

(in other words) I have concerns that in the case of indicating the country where I simply "physically presented" temporarily in order to finish my studying - it could be considered as wrong information(could it affect the further proceedings in the case of win?), because "officially" I live in the country of my origin/eligibility (if "to live" means to be a permanent resident/citizen of the country). Or otherwise, I could indicate the country of my origin, but if "to live" means to be simply "technically/physically" presented in the country (as a student, worker or tourist, and not as resident or citizen), - it will be officially wrong information in accordance with international/travel passport and visa (in the case if "to live" means "to be technically presented" in the country, which in my case is the country of NOT my origin.



2) WHAT IS THE HIGHEST LEVEL OF EDUCATION YOU HAVE ACHIEVED, AS OF TODAY?
"You must indicate which one of the following represents your own highest level of educational achievement

So, If I have Bachelor Degree and unfinished Masters (which is in progress), what "one of the following" should I indicate ?

(6) University degree OR(7) Some graduate level courses. The question is whether (7) could mean not yet finished Master degree (which is in progress), (so it is in progress, but some master degree courses have been already finished)


3) Does the time of submitting application (within the time framework given) have any impact on "chances"/selection? (i know, stupid question) perhaps I misunderstood some info within some threads... and what is "glitches"?


4) I have seen somewhere (on this forum) some concerns about IP address... Who could explain what should be done to avoid any possible problem concerned with IP address?



Photo issues
5.1) should the picture be strictly 600x600, or up to 1200x1200?
5.2) If I will print the photo requirements and show them to professional photographer - should I be worried about something (if they will follow them)?
5.3) Can the service presented in travel_state_gov (Department of State free photo tool) confirm that my photo is OK? Or this service is not somehow unified with the way how the photos are being assessed in submitted application in regards to TECHNICAL requirements, headsize %, eyes positions ?

6) DV2013 instructions - "Starting May 1, 2012, you will be able to check the status of your DV-2013 entry by returning to dvlottery_state_gov"
So thats the date when the results could be available. The question is - why so much time is needed? Assuming that photo is OK, and you are eligible - then the computer/network can do all job within...for example week... What is the problem?

1) Per DV-2013 instructions: Your country of eligibility is not related to where you live.
So, put in the country where you are currently studying, not your country of citizenship.

2) select (7) some graduate level course

3) There are a lot of speculations about that..but no one knows for sure.

4) Haven't looked into this issue..perhaps someone else could elaborate on this one

5) I highly doubt that this service will look for head position, background, glares and etc. It mostly likely will check for the file type, size, and dimensions. Check out this link to prep the right picture: http://travel.state.gov/visa/visaphotoreq/photoexamples/photoexamples_5331.html

5) yeah, but the question is whether this service evaluates technical issues correctly?
and 600x600 is also an issue, because sometimes there are no indication that it can be more than 600x600, so it could be concluded that 600x600 is needed (and not 601x601 for example)

In addition, do I understand correctly that all photo's alterations, which are aimed in order to comply the photo's technical requirements (24 bit color, 600x600, 240bites etc), are allowed ?

6) I hoped somebody could summarize any held discussion briefly.

CAN SOMEONE CLARIFY THIS FOR ME?

The entry form is prepared in two parts, one for the primary Entrant and one for derivatives (if any). Each part must be completed correctly and completely before going to the next part. After all parts are completed, the entry will be submitted to the DV-2013 Processing Center. Click the link below to begin the entry process.

I SAW IT ON THEIR WEB SITE AND I NEED TO NO MORE BEFORE I FILL THE FORM.
