I have found this document (attached) which gives instructions on how to resize the digital photo to comply with the requirements for DV 2011. 
It's really easy and the best thing is that you don't need any special software just MS Paint which is part of Windows.
I tried it and it worked and my resized image is 600 x 600 pixels, 2 x 2 inches and about 85kb in size.
I hope this will help others who are struggling with resizing their pictures.
But, it seems so easy that I got a bit worried LOL
Can someone who knows about digital photos please confirm that this procedure will indeed produce a photo acceptable for DV 2011 (in terms of aspect ratio etc.) I don't want to be disqualified. Unfortunately, the photo validator just doesn't work for me.
