What the requirement for Dv lottery winner from Africa has Chadian passport and leave there but his country of birth is Sudan and he won the Dv lottery through Sudan
 
There are no specific requirements. Fill in the answers correctly. Your birth certificate and passport will deal with your birth country and citizenship respectively in terms of documents.
 
He live and work in chad where he got his passport and he born and rise in Sudan where he is claiming the dv lottery

I don’t understand what you’re asking that I haven’t already answered. So more generally - he will interview in the country he lives in. I presume he has followed the link from his selection letter and has seen the dvselectee website that lists all the documents he needs for his interview, and has other information about preparing for the interview etc. He can also look at the DV FAQs on the britsimonsays.com website for information, but he should always begin by following official instructions.

He will be assigned an embassy to attend an interview at. If he needs a visa for that then he will have to get one. It’s possible that the US embassy will help with a letter or something for that, that kind of thing is embassy-specific. Your best bet is to find out which embassy is usually used for Chad, then look on its website (each US country embassy has its own website) to see if there is specific information for people living in Chad.
