Dual Citizenship

Hello,
I am DV2020 selectee. I have dual citizenship. My birth places on my passports match. But my country of eligibility (the one I was born in) is affected by the travel ban act. 1. Can I fill the DS 260 with my second passport, other than the banned one?
2. Although I've got the new passport recently, will that cause any problems?
3. If I continue to the process with my new passport, should I bring the birth certificate of the country I was born in?

3. yes, and you should probably bring both passports to the interview too, just in case

Although I've lived the banned country for almost my entire life will that cause any issues?
Such as, how would you get a passport of a country you've lived for couple years?

I'm assuming it's a genuine passport that you have a genuine claim to. If that's the case that should be sufficient. (I know a family who all got German passports before any of them had ever set foot in Germany. It happens.)
