Dual citizen at POE

I have been told by people who hold more than one passport that the U.S. Consulate officers abroad and INS inspectors at the Port of Entry have given them a hard time.

What does the law say regarding the aquisition of U.S. citzenship while retaining the citizenship of the country of origin?
