I am planning to go to Ottawa consulate to get my H4 visa stamped. Currently i am on H4 status in US. Previously in India in 2004 when i applied for H4 visa, they issued 212(a)4 query, after three months when i submitted financial documents they granted the H4 visa to me.
In order to go to Canada consulate for stamping i need to fill the DS156 form, in that form there was a question ,have you ever been refused a U.S visa.what should i answer to this question.Please provide your suggestions.

Is it safe to go to Canada because my h4 was not approved intially in India but later it got approved. I have a w2 amount less than LCA in 2002.For that reason only my H4 got denied first and later it got approved by showing the funds that my husband can support me.When i applied for H4 first they denied with the reason saying that i may be dependent on US gov (issued query 212(A)4) as my husband has less earnings.After 3 months when i showed the documents that my husband salary is increased and showed the bank statements,then they approved the H4. With this case is it a good idea to go to Canada for revalidation stamping.
Please provide your suggestions.
