DS 260 sign and submit question

Hello everyone, So we just finished filling out the ds 260 forms for me ( principal applicant), My husband and daughter. I signed and submitted my form first and when I tried to submit my husband's and daughter's forms. The forms couldn't go to the sign and submit page. My form says completed and incomplete for each of my derivatives. Is this normal? What can I Do? Thank you.
