DS-230: Refusal of Work Visa at Air Port = Refusal at Port of Entry?

I just downloaded the pdf form to see what information needed to be filled. Entry 42, ask have you been refused admission to the United States at a port of entry?

I have been refused twice for work visa at the Canadian Air Port for forgetting take the university transcript with me. Both instances, I did go home and get the transcript and obtained work visa on the same day.

Now these two refusal considered admission refused to the United States at a port of entry?

In some Canadian airports, the US Customs and Border Protection has pre-clearance facilities that allow you to clear US immigration in Canada. Are you referring to admission refusals by US Immigration in Canada or refusals by Canadian immigration?

I am talking about workpermit refusals by US Immigration in Canada at Toronto Airport. Refusing Work Visa not equal to refusal at port of entry? I remember first time work visa was refused, so I didn't enter US. Then on the same day I went home picked up the university transcript and got work visa and entered USA.

Second time work visa was refused but I entered USA without work visa(since Canadians can enter US without visa, but to work in USA Canadians need work visa).
