DS-230 forms from the web

Hello forum members,

This is my first time to post here. Basically, I am petitioning my parents
to the US and I am their agent. I received an instruction packet with DS-230.
My question is: Can they download the DS-230 part I & II) form from State department's website, fill it up and send it to me? It takes a long time (~2 weeks) to receive mail in my country.

For our consulate, we only had to send DS 230 part1 to NVC. NVC advises not use downloaded form. However, we printed it on 2 sided sheet (US letter size) and parents signed it. It was accepted by NVC. Others in this forum have done it as well. In general, it is okay but make sure you are using the same version of the form.
