Ds 230 form 19, 21a, 21b

I won dv2010. I have a US citizen daughter..I have qusetions about her..
1 ) Will i write her name in section 19 ?
2 ) What is the aim of 21a and 21b ? Are these the names of family members which will apply for green card with me? Or just the names they want ..
3 ) Should I write my daughter's name in 21a and 21b because she is a US citizen and will not apply for green card?
4 ) in my husbands ds 230 will i write my name in 21a and 21b ?
