DS-230 civil documents - translations needed?

Hi All,

I'm getting ready to file DS-230 (immigration visa application) for my parents, but getting conflicting information on whether civil documents (birth, marriage certificates) need to be translated to English. The interview will be in Kiev, Ukraine.

NVC instructions seem to imply that there is no need to translate Ukrainian civil documents to English.

All documents not written in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations and submitted to the NVC.

However, it's confusing what "official language of the country in which application for a visa is being made" means - do they mean official language in the country where interview will take place or official language in the country where application is being submitted (which is US)..

Its always advisible to get the documents translated to english.

NVC operator told me yesterday that translations are not needed, however I already ordered them by then. It's better to avoid RFE if possible, that's for sure.
