Drop in RFEs

Looks like there is drop in RFEs - on Rupnet the trend was close to 1:2 (1 RFE for 2 approvals) for Nov. However, the trend is 1:3 for Dec.

Does anyone believe that RFEs are issued early on? And for Dec cases that are still pending, chances of getting RFE are lower?
Does the adjudicating officer ask for RFE?
