See my response under a different thread. I do not think you should have problems --- in your case I think it should be enough that you as the applicant are a TX resident.
The requirement that both petitioner and applicant be TX residents is more relevant to marriage-based cases.
Don't make a fuss about it when you go - if you are asked a question about it, make it clear that you are a TX resident and that your father simply lives out of state. Hopefully you will not encounter problems.
