Domicile issues

Good day to everyone!

I would like to ask about filing I-129F and the supporting documents needed like Affidavit of support (AOS).

The situation is this: The US citizen, who is also a Filipino, resides and makes a living in the Philippines and therefore doesn't have a physical residence and employment in the US. He also failed to file tax returns to the US for the past years while he was earning in the place of residence which is the Philippines. He plans to bring his fiancee to the US. I believe these pose a problem for the approval of the petition. But, I would still like to see what can be done. Please enlighten me.

The questions are:

* For the I-129F: Does he have to fly to US to file it and fly back to his place of residence which is the Philippines?, or can he send it through mail/courier to US?
* For AOS: How can he have an approved petition if he has no domicile in the US? What steps should the petitioner take?
* For tax returns: Would it be possible/of help to file the past tax returns to, at least, comply to the requirements set by AOS?

The IRS is much more frightening than USCIS/ICE. He needs to consult a tax professional and file as required by law. Then he should consult an immigration attorney. Since it appears that he is unable or unwilling to abide by the laws until it becomes of importance to him, he should use someone who will supply the legally required documents and professional advice.
