As per the law before the memo was issued, the final determination was made at the Regional/ Federal DOL level.
However, I was under the impression that SWAs were supposed to do more intense processing (more work) and Federal Regional DOLs are suppsed to approve LC cases easily (without NOFs) if the findings of SWAs appeared to be reasonable. Guys, correct me if I am wrong.
