When employer files Labor certifications at state level, do they get any confirmation from DOL that they have received application?

Most state do send out letter. I did get when I filed with IN. My firend filed with TN but he didnt get any reciept letter. The only letter he got was after state of TN forwarded his app to DOL ALT office.

Can we use that letter (when case forwarded to Regional) as a proof to get my 7th year extension?

I can check with my attorney, my assumption would be YES. Or a Proof of pending application could be requested.
