DOL GA says No receipt notice . Is it true?

My Labor Certification application was submitted to DOL Georgia. When enquired about the receipt notice from the attorney he says that the department has changed their procedure.They no longer send out a receipt notice until they start processing the application.

1) How does the priority date get established in this case? I believe DOL has to send some kind of acknowledgement which states the acceptance of the application and puts a date on it which in turn would be the PRIORITY date.

2)If we want to use the new law to get 7th year extension of H1-B if LC was filed at least 365 days prior to the request for extension how do we prove to INS that an LC was EVER filed if DOL does not provide any acknowledgement with the receipt date on it?

I wonder if you mean SESA GA or DOL Atlanta.

SESA GA is the first step of your LC.
DOL Atlanta is the second step of your LC.
 
Your application must have been sent by certified mail, and you can use the acceptance receipt.

NJ labor also send no receipt
