DOL 2004 Budget & Labor Cert

Was taking a look at the DOL site to check on updates. Looks like they've got some FY2004 budget info up. 4 or 5 mentions of improving labor cert over the next few years. Giving themselves 2 years to clear backlogs.
Believe it when I see it.

Hmm, why did it take 4 years to figure that out?
