Doesn\'t INS go by RD instead of ND???

Hi,
   I have seen in a lot of discussions that everyone thinks that INS processes cases in the order of their Notice Date (ND). But seeing the pattern for the last 2-3 months, I feel they are going by Receipt Date(RD). This was also confirmed by an IIO when I asked her the same question.
So, I feel RD is the more important date.

Also, this explains why cases with ND at the end of a month seem to be approved first. This is because their RD\'s are at the begining of the month.
 
RD is Receipt Date and ND is Notice Date

Receipt date is the date that INS logged the application as being received. Notice date is the date that INS formally logs the application in their computer system and generate an acknowledement letter of an application together with the application number.

I talked to IIO, couple of weeks back, and she said the same that, they go with RD and not ND, my RD is oct and ND is Dec of 2000. And said somebody should be working on my case and promised me that, she will make sure some body will work on it. I did call yesterday for some other reason(My wife AVM says case not found) and found that my case is pending, see my other posting for details.
