Does visa number unavailability apply if PD previously current?

I just read that EB3 visa numbers for all countries are unavailable, according to the July visa bulletin. However, my PD is April 2002, which became current during the May bulletin. So have I already been assigned a visa number (in May), or is it unavailable for me as well?

If your application is pending then visa number is NOT assigned to you. Spoke to my lawyer and he confirmd it. What the bulletin says is, even if the priority date is 1990 cis will not assign a visa number

Which means that if we don't get our approval before July 1st then every one in EB3 category needs to wait till Oct 1st 2005.
