Does USCIS CA office receive mail with Return Receipt request?

I sent out my I-751 petetion to USCIS California Service Center (PO Box 10751, Laguna Niguel CA 92607-0751) yesterday via USPS Express Mail with Return Receipt (signature) request. At first I wasn't sure if the Return Receipt is possible for PO Box address but the USPS lady said it's fine for the Return Receipt and suggest me to do that (somehow from her system, once she enter the address, she can even know that's it's related to "green card" matter becasue my Credit Card receipt (for the postage) has the "PO-Address (green card)" note on it with the zip code 92607.

Anyway, the problem is when I track the mail from USPS's site today. This is what I found:


Label/Receipt Number: xxxxxxxxxxxxxxxxxx
Status: Notice Left

We attempted to deliver your item at 11:10 AM on April 3, 2007 in LAGUNA NIGUEL, CA 92607 and a notice was left. A second delivery attempt will be made. If unsuccessful, we will hold it for five business days and then it will be returned to the sender. Information, if available, is updated every evening. Please check again later.

My question is, does the USCIS CA service center accept any mail with the Return Receipt request? What if they don't get the mail for the second delivery attempt? USPS will send me back the whole package? :( I felt bad that the mail already would have been arrive this morning but because of no one sign it, it gonna go back to the Post Office.

What happen for UPS or Fedex if I don't use USPS? They won't ask for signature? Please advice and share your experience on what kind of mail carrier do you use. Thanks!!
 
I have used return receipt in the past for mail to Vermont Service Center. I did receive return receipt with USCIS stamp on it. However per advice from other posters here, it is better to just send it by Certified mail. It is cheaper, you can track it online and will be delivered in the first attempt itself.
