Does USCIS accept Express Mail

I tried to send some documents to USCIS using Express Mail with return receit, but it said that an attempt was made and a notice was left.

I don't know if it's the snow, or is it just USCIS policy to refuse this type of mail?!?!
 
Yes they do. BTW you seem to be a clone of me in having paranoid attacks. Relax pal. Things will go as destined by the Immigration God :) LOL
