Does Tokyo consulate accept AC140?

I am on H1-b now.
I have filed 140/485 concurrently in Nov. 2002.
My service center is CSC.
1st Finger was done in December 2002.
140 got approved in June 2003.
485 has been pending for almost 16 months.
Obviously nobody knows when 485 backlogs are cleared.
So now I am wondering if I can switch to CP.

Does anyone know Tokyo, Japan US consulate accept AC140 or
How can I check if they accept it or not?

It seems that the consulate does not really respond fax inquiry for this kind of question.

Any suggestion appreciated.

I am not sure but here is what you can do in the mean time:

1. Go to http://www.cptracker.com/

2. Filter for consulate = tokyo

3. In name column where you see an envelope, click on those link as those are the ones who have email id's listed. Identify those email addresses and sent them an email to find out if they know if tokyo accepts AC I-140.

Also, send an email to the usa consulate in tokyo and ask them explicitly if they accept immigrant visa application based on i-824 receipt or what is called ac i-140! Tokyo USA consulate web site:
