Does this S.2611 bill help Follow-To-Join cases ?

Hello Gurus,

As my ID says - i am stuck in FTJ (Follow-to-join) case for my wife's GC. Her priority date is Aug 2002 and category is EB3 (India). I am wondering if there is any provision in S.2611 bill that passed in Senate few days ago ??

For example, are spouses and kids of green card holders exempt from the EB3 numerical cap/limit ?? If yes, does that mean they don't have to wait for their priority dates to become current ??

or is there any provision like - spouses and kids of GC holders can get temporary non-immigrant visas while they wait for their priority dates to become current ??

Please enlighten.

No the spouses and children aren't exempt from the EB3 quota.

But the quota has been increased, so the priority dates should move up, which should help the follow-to-join cases.
