Does the survivor spouse get Social security even if not a US citizen

Hi Guys

Here is the situation.

Husband: US citzen.
Kids: US citzens(age:2,8).
Wife: Indian citizen.

Marriage:10 years plus.
Both lived in US:10 years plus.(though stayed out of US for about 18 months over the ten year period)
Husband worked for 12 plus years.

This family decide to go back to India for good.

Is the wife eligible for survivor benefits?(Hope and pray this never happens)

SSA site says so many exceptions and stuff, couldn't figure out accurately.

Any help?
