Does the reply from NSC implicate my name check is done?

I asked local congressman to check my 485 application status with NSC. The reply is the common one "No visa is available, blah blah blah". Does this reply mean my name check is done? otherwise would they just tell me that my name check is still pending? Anybody knows somehting about this.

I don't think it means that namecheck is done.

These days USCIS is probably checking if applications are EB3 when an inquiry comes in - that way they can send an immediate canned reply without doing much work to find out the real status !!
