Does the number after EAC, matter a lot? For example, 01 or 02?

Can anybody tell us the rules about the EAC number?

it is a year for INS, they give 02 for all the cases they receive starting from October

EAC number is dependent on Notice date

The 3 digit number after EAC-01- or EAC-02- is the number of working days since the begining of INS processing year . The processing year starts in October (or different in different service centers)
