does skill set matter for PERM for software engineer?

hi,
I am going to file 9089 for ms+3, level III for software engineer, in my lawyer's proposed doc, the required skill set is just 'java' and 'sql'. it seems too general, but I didn't see any information that suggest that the skill set matter at all for PERM?
I have many option to add more set, but lawyer require reference letter form previous employer to prove that. so it will delay the process.
my question is: does it worth any trouble to add any skill set in job description? seems to me nobody mention skill set anywhere.

Only if you get audit about the recuiting effort or why the requirement of MS degree. Remember everyone can have exp in java and sql ( they just need to complete 2 months courses
If you don't receive those kind of audit during perm, you are fine. But if you receive, your employer needs to do a lot of explaination. Audit = random.
