Does Reentry Permit satisfy passport req. after Jan 2007?

Hello. I do not have a national passport. I travel on a reentry permit booklet (travel document). After Jan 2007 everyone has to travel with their passport including Caribbean islands.

My question, can anyone answer siting source that it is ok to travel with travel document alone in lue of passport? I want to know this with certainty because I don't want to get turned around at the airport.

Reentry Permit can be used in lieu of passport (in fact, it is one of the valid reasons to obtain one). This does not change this coming January.

I used REP as a passport myself for reentry several times while coming back from Caribbean without any problem.
