Does re-filing traditional LC as PERM always incur audit?

My traditional LC was filed in July 2004. I re-filed my traditional LC using PERM in July 2006. in September 2006, I got an audit notice. Bummer, audit could take a year to complete. Some people say re-filing LC as PERM always incurs audtis, but from what I read on this forum, it appears not true. Has anyone re-filed traditional LC as PERM but didn't incur audit?

Anything you want to share with this process is welcome.

Audit received 09/2006

BEC withdrawl letter received 12/2006

I didn't get an audit, but I did get a technical denial. When we re-applied fixing the technicality, it was approved.
